Dear Senator McCain,
Enemies of Bosnia, the same people who committed genocide and aggression, want to finish their project. They intend to manipulate United States of America. This is why they need you. They want to sign the deal that will enable the Serbian Republic, created by genocide, to break away from Bosnia, which would create ethnic instability in the remainder of Bosnia. Knowing that, as a respected friend of Bosnia, your word carries much weight with the Bosnian people, they (Silajdzic, Tihic, Izetbegovic) will try to get a statement from you that they can spin as if the USA supports the permanent partition of Bosnia.
They will ask you to declare something impossible, such as a promise that the USA will "save Bosnia", knowing that you cannot promise that, simply because it is outside of your power and responsibility. Your negative response will be their excuse to sign a deal with Serbs, but not one that will bring peace, but long-term instability. They want to use you as an excuse to say: “We tried to save Bosnia, but even our best friends in America support the Prud agreement”. (the deal currently on the table that will divide Bosnia forever).
The following is the statement that American Lawyer Prof. Francis Boyle wrote about the Prud agreement, as a New Years’ message to the people of Bosnia and Herzegovina.

Dear Bosnian Friends:
Notice my comments below on the Republic of Lithuania.
Despite being invaded, occupied, annexed and subjected to genocide by Stalin, Molotov and the NKVD/KGB as of 1939, the Lithuanians NEVER signed away the existence of their State under international law, in the hope and expectation that eventually they would get their Republic back, which they did in 1991. So far, BIH has not signed any document that sells out its Statehood under international law, though to be sure Owen-Stoltenberg, the EU Action Plan, and the First Draft of the Dayton Agreement would have done so. So during the course of these upcoming constitutional negotiations, Bosnia must do NOTHING that would compromise its Statehood under international law. If you hold out and continue to resist, eventually you will get your Republic back--just like the Lithuanians did after 52 years. If the Lithuanians could triumph over Stalin, Molotov, the KGB, genocide, and the Soviet Union, certainly the Bosnians can someday triumph over Milosevic, Karadzic, Mladic, Serbia, genocide, and Republika Srpska.
